It is a tempting pair of blinders to imagine that work pauses for a war. Divine Beatrix has long made her intentions plain: The Circles will be reestablished. She will not cede control of the Order a second time.

Mages have had nigh on a decade of relative freedom. They won't go back gladly to their former shackles. They won't go back at all if Corypheus offers a better deal. Divine Beatrix may have to learn to bend, lest Thedas break.

Even if I had not read of the Chantry and Templar's excesses, there is never safety in captivity. Only complacency.
I cannot think all Templars are satisfied with this development either.
