It is a tempting pair of blinders to imagine that work pauses for a war. Divine Beatrix has long made her intentions plain: The Circles will be reestablished. She will not cede control of the Order a second time.
Hm. If that is her intent, she tempts a war of two fronts. I have fought such and it did not end well.

Mages have had nigh on a decade of relative freedom. They won't go back gladly to their former shackles. They won't go back at all if Corypheus offers a better deal. Divine Beatrix may have to learn to bend, lest Thedas break.

The threat of that division has been bandied in both directions. We have long had defectors. Even before Corypheus there was an effort, albeit on unfavourable terms,

Even if I had not read of the Chantry and Templar's excesses, there is never safety in captivity. Only complacency.
I cannot think all Templars are satisfied with this development either.
